New Legal Framework for Lifting Equipment Audit

Following the Information Event organized by CCCI and the Department of Labor Inspection last week on the above topic, we would like to draw your attention to the following:

On 1.9.2022, the new legislation “The Safety and Health at Work (Operation, Maintenance, and Audit of Lifting Equipment) Regulations of 2021” was put into force aiming to protect workers from accidents and to provide access to employers and owners to a modernized audit and maintenance system.

The new legislation specifies, inter alia, the obligations of owners and authorized persons who are involved in the maintenance and audit of lifting equipment, the frequency of lifting equipment and lifting gear’s audit, the main points for audit of lifting equipment, and the criteria for approval of any persons as authorized auditors of lifting equipment.

Each owner of Lifting Equipment must:
• ensure that the lifting equipment is audited in the presence of the maintenance person and with a trained operator
• attach “LIFT AUDIT: SUCCESSFUL”
• keep Audit Report
• ensure that repairs are made
• assign maintenance to Lifting Equipment Maintenance Persons
• keep a Special Maintenance Book
• not operate very high-risk lifting equipment that does not have an Audit Report in force.
• maintain a Register of Lifting Gear
• have a manual for the use of the lifting equipment
• make sure there are protection and warning systems for the operator and a proper rapid connection system.

The audits of the Lifting Equipment will now be carried out by private Authorized Auditors from the Department of Labor Inspection.

Lifts are divided into four categories based on their risk:

A. Very High-Risk Lifting Equipment:

  • cranes near the sea
  • cranes in premises with dangerous substances with a lifting capacity of more than 2,000 kg,
  • gantry cranes with a lifting capacity of more than 5,000 kg,
  • tower cranes,
  • mobile cranes,
  • wall-mounted cranes of more than 2,000 kg,
  • lifting equipment for handling containers and/or vessels.

B. High-Risk Lifting Equipment:

  • lifts for lifting persons,
  • lifting equipment for projects,
  • cranes on premises with dangerous substances with a lifting capacity of less than 2,000 kg,
  • gantry cranes of less than 5,000 kg,
  • wall-mounted cranes or mast-mounted cranes of less than 2,000 kg,
  • mobile cranes (parrots) over 5,000 kg.

C. Medium-Risk Lifting Equipment:

  • mobile cranes (parrots) of less than 5,000 kg,
  • lifts (for materials, for people with disabilities, etc.),
  • concrete pumps,
  • forklifts,
  • vehicle lifting platforms,
  • specialized lifts.

D. Low-Risk Lifting Equipment:

  • vehicle towing cranes,
  • manual machines with a lifting capacity of 100 kg,
  • self-propelled elevators and hydraulic mechanisms with scissor platforms with a lifting capacity of more than 200 kg.

The Network’s Annual Conference 2022 is less than one month away!

The Enterprise Europe Network Annual Conference is the Network’s flagship event. This year’s edition will take place on 25-27 October 2022 in a hybrid format, at the O2 universum in Prague, the Czech Republic, and online.

Under the theme ‘New Network, new realities, new impact’, the conference will bring together Network partners, representatives of EU institutions, and key external stakeholders to discuss how the Network’s business support services can best meet the evolving needs of small and medium-sized enterprises (SMEs). The conference will also feature interactive tools to facilitate the audience’s active participation as well as business matchmaking sessions on-site and via the event’s virtual platform.

The conference has three main objectives: exchange ideas on how the Network can contribute to the European industrial transition; share best practices to improve the quality and visibility of the Network’s services; and foster cooperation and synergies among Network members.

 

Reflecting these priorities, the conference sessions are structured around four main strands:

  • Industrial transition. The sustainable and digital transitions are at the core of the European industrial transformation. Companies need to rethink their business models and operations to support resource and energy efficiency while using new technologies and data more effectively. The global impact of the pandemic and the war in Ukraine have shown the vital importance of building resilience to cope with massive disruptions in the value chain. Sessions will explore how the Network can support this transition, including through its new sustainability advisors and digitalisation services.
  • The Single Market and beyond. Reinforcing the Single Market is essential for strengthening EU’s preparedness to respond to external crises. Helping SMEs access third markets is a key part of the Network’s services, especially with the creation of International Network Partners to facilitate partnerships between European SMEs and companies in other countries. Sessions will look at how these services can continue to improve and support the EU’s Global Gateway strategy.
  • Innovation. As new EU funding instruments such as Horizon Europe and the European Innovation Council become fully operational, the Network supports SMEs, start-ups, and scale-ups in their mission to make the most of their innovation potential – from circular economy to energy efficiency. Sessions will focus on how the Network can help SMEs capitalise on these opportunities more effectively.
  • Quality. New internal tools, improved operation management, and strategic collaboration with other European networks such as the European Digital Innovation Hubs, European clusters, national, and regional stakeholders can boost the Network’s performance and impact. During these sessions, participants will exchange best practices, with a focus on effective communication and enhanced visibility.

High-level EU and national officials as well as representatives of the private sector are expected to join the opening session on 25 October, including the Deputy Minister of Industry and Trade of the Czech Republic, Marian Piecha; the Deputy Director-General of DG GROW, Maive Rute; the EISMEA Director, Jean-David Malo; the Ukrainian Chamber of Commerce and Industry President, Gennadiy Chyzhykov; and Gabriela Takáčová, CEO of Recombee. Startups4Peace – BUSINESS IDEAS TO BRING US TOGETHER

The EU funded Innovative Entrepreneurship project has launched the 2022 Startups4Peace (Su4P) programme in cooperation with the Embassy of Finland.

The programme aims to encourage innovative entrepreneurs with new business ideas and intercommunal vision in Cyprus to come together, work in partnership and develop closer contacts between Greek Cypriot and Turkish Cypriot communities. The successful applicants will be supported to develop and test-market their business ideas after going through series of bootcamps and a pitching battle. The ultimate prize for three [3] winning teams will be participating at SLUSH, the world’s leading start-up exhibition in Helsinki, Finland, in November 2022.

Su4P is a competition and mini-accelerator programme co-funded by the European Union and the Embassy of Finland within the scope of the Innovative Entrepreneurship project implemented by NI-CO. The programme is delivered in partnership with CYENS Centre of Excellence, Cyprus Chamber of Commerce and Industry and the Turkish Cypriot Chamber of Commerce.

The call for applications will be open between 4 July and 19 August 2022.
